Overview
ALI is the American National Standards Institute (ANSI) approved developer of safety standards for the ladder industry. Standards are technical specifications which prescribe rules governing the safe construction, design, testing, care and use of various types of ladders. Standards are developed on a 5-year renewal cycle; Subcommittees exist for each standard which are comprised of industry experts.
Conformance to ALI standards is voluntary; ALI does not approve or endorse any product.
ANSI
The American National Standards Institute (ANSI) oversees the creation and use of thousands of norms and guidelines that directly impact businesses in many sectors, including construction equipment, agriculture, sound devices, and energy distribution. A non-profit organization headquartered in NYC, ANSI also supports accrediting programs that assess conformity to voluntary standards, both nationally and internationally.
ANSI Mission: “To enhance both the global competitiveness of U.S. business and the U.S. quality of life by promoting and facilitating voluntary consensus standards and conformity assessment systems, and safeguarding their integrity”.
While ANSI does not create any American National Standards (ANS’s) it provides a neutral venue for interested parties to work toward common agreements. The process is guided by consensus, due process and openness, and depends upon data gathering and compromise among diverse stakeholders.
The Institute ensures that access to the standards process, including an appeals mechanism, is made available to anyone directly or materially affected by a standard that is under development. Individuals, companies, government agencies and other organizations such as labor, industrial and consumer groups voluntarily contribute their knowledge, talents and efforts to standards development.
ASC - A14 Committee
The Accredited Standards Committee (ASC) A14 assumes the responsibility for developing the Standards which govern design, construction, testing, selection, care, and safe use of ladders. Seven Standards are currently developed by the A14 Committee, and are sold to manufacturers, contractors, governmental agencies and those in the legal profession. Subcommittees exist for each standard, headed by a Chair and comprised of subject experts; standards are revised on a five-year cycle.
The A14 Committee is comprised of representatives of 4 areas: users, fabrication / related, general interest and non voting members. ANSI guidelines dictate that balance must be sought among the three voting categories. The Committee structure includes a Chair, Vice-Chair and Secretariat; it meets twice per year. The A14 Committee approves via ballot standards revisions and the creation of new standards. Many ALI members serve in leadership roles of the A14 Committee or as Subcommittee Chairs or members.
“Accreditation by ANSI signifies that the procedures used by the standards body in connection with the development of American National Standards meet the Institute’s essential requirements for openness, balance, consensus and due process.” Annually ALI updates its Essential Procedures document in accordance with ANSI’s revised guidelines.
The Committee does not evaluate specific ladders or laboratory findings of specific ladders, nor does it certify ladders or accredit the testing protocol of laboratories using the standard for certification or other purposes.
